邵阳工业发展基础完备，已基本形成了机械、化工、纺织、造纸、食品、建材、能源等七大主导产业，形成了比较完备的产业发展体系。“十一五”期间邵阳将大力实施“兴工强市”战略，工业将围绕发展机冶、食品、造纸、纺织、化工、医药、建材、电子材料八大优势产业，着力实施工业发展“8621”战略，即重点扶持有比较优势的机冶、食品、造纸工业；巩固发展有一定基础的纺织、化工、建材工业；着力培育现代中药、电子材料等8大新兴产业，以60家重点企业为依托，以20种(类)拳头产品为纽带，以100个投资过千万元的重点项目为载体，通过建设以宝庆高科技工业园为龙头的13个重点园区，构建横向协作紧、纵向产业链条长的产业布局。
Shaoyang has complete industrial development foundation. It has formed the mainstay industries including machinery, chemicals, textile, papermaking, food, building materials and energy etc. and complete industry development system. During the “Eleventh Five-year Plan” period Shaoyang will actively implement the strategy of “Prospering Shaoyang by developing industry”, focus on the developments of eight superior industries including machinery and metallurgy, food, papermaking, textile, chemicals, pharmaceutical, building material and electronic materials etc., carry out the “8621” industry development strategy, namely, support competitive industries including machinery and metallurgy, food and papermaking, reinforce and develop industries including textile, chemicals and building materials, cultivate eight new industries including modern Chinese medicine, electronic materials etc., construct an industry layout featuring harmonious horizontal cooperation and long vertical industry chain, depending on 60 key enterprises and 20 kinds of brand products，taking 100 key projects with investment amount over RMB 10 million yuan each as vehicles, focusing on the construction of 13 key industrial gardens and zones with Baoqing Hi-tech Industrial Garden going ahead.
机冶工业
产业基础雄厚，在全国处于领先地位的有纺织机械、印刷机械、水轮机组、液压基础件、蜂窝煤机、铝压延制品、金、锑冶炼等产业；三一汽车、神风动力、通达汽零、维克液压、曾氏铝业、邵东焦化、神州冶炼等企业已蜚声中外；产业布局合理，大部分集中在交通便利的市区，利于横向经济联合；具有一支有丰富专业技术和管理经验的从业员工群体和较强的产品研发、技术引进和集约创新实力。
Machinery and metallurgy industry
Shaoyang has a solid machinery and metallurgy industrial foundation. Such industries take the lead in China as textile machinery, printing machinery, hydroelectric generating set, hydraulic pressure supporting apparatus, Honeycomb briquet machine，Aluminum rolling products, gold and stibium smelting and so on. Such enterprises in Shaoyang municipality have been famous at home and abroad as SANY Automobile Manufacturing Co.,Ltd., Shenfeng Dynamic Co., Ltd., Tongda Automobile Components and Parts Manufacturing Co., Ltd., Weike Hydraulic Press Co., Ltd., Aluminum Industry of Zeng’s family, Shaodong Coking Factory, Shenzhou Smelting Factory etc. The industrial layout is reasonable. Most industrial enterprises scatter in convenient urban district in favor of horizontal economic cooperation. Shaoyang has a team of employees with professional technology and management abilities. It has great abilities of products research, introducing technology, intension and innovation.
食品工业
辖区内食品工业原材料十分丰富，全市年产粮食达319万吨，大豆5万多吨，柑桔20万吨，黄花14万担，年出栏牲猪1000万头，山野菜、竹笋及富硒农产品充裕，尤其是龙牙百合和金银花产量占全国总量的50%左右。近几年来，全市食品工业发展迅速，优质大米、乳制品、酒类、豆(卤)制品、罐头、糖果、饮料、肉制品等在全国具有一定的市场份额，南山乳业、湘窑酒业、李文食品、辣妹子、家家红等一批规模企业已形成了较强的市场竞争能力，我市食品工业已进入省食品工业集群。
Food industry
Shaoyang municipality is rich in raw materials for food industry. It annually yields 3.19 million tons of grains, 50000 tons of soybeans, 0.2 million tons of oranges, 0.14 million dans of day lilies and 10 million heads of pigs. Farm products is sufficient such as wild food, bamboo shoots, selenium-containing farm products and so on, what’s more, the outputs of Longya lilies and honeysuckles take 50% or so in China. In recent years, food industry developed rapidly, such farm products occupy certain shares in domestic markets as high-quality rice, dairy products, wines, bean (stewed) products, canned food, sweets, drinks and meat products etc. A batch of large-scale enterprises have strong market competitiveness, taking Nanshan Dairy Industry Co., Ltd., Xiangjiao Wine Industry Co., Ltd., Liwen Food Co., Ltd., Lameizi Food Co., Ltd., Jiajiahong Food Co., Ltd. as examples. Shaoyang food industry has been listed in Hunan provincial food industry colony.
造纸工业
造纸工业经过一系列的改革、改组、改造，已形成了一定的发展优势，年产量达60万吨以上，产品质量在国际市场上颇有声誉，拷贝纸、绝缘纸板、防伪税务发票纸和卷烟纸4种特色纸在国内市场占有率分别为33%、40%、35%和8.7%，纱管纸、包装纸、拷贝纸在市场十分畅销。现全市造纸工业已进入省工业集群笼子，具有政策、市场、规模、品牌四大优势。未来的投资重点主要是：绝缘纸板、防伪系列纸、拷贝纸、卷烟纸、水松纸、白板纸、蜂窝纸板、无碳复写纸、防近健视纸等中高档产品。
Papermaking industry
After a series of reform, reorganization and innovation, papermaking industry in Shaoyang Municipality has initially gained development advantage with annual output of more than 0.6 million tons. Product quality enjoys tremendous popularity in international market. The four special paper, copy paper, electric insulation board, tax invoice paper and cigarette paper, takes 33%,40%,35% and 8.7% in domestic market respectively，packing paper and copying paper sell well . With the advantages of policy, market, scale and brand, Shaoyang Municipal papermaking industry is listed into Hunan Provincial industry colony. The investment key points in this industry are high-quality papers, such as electric insulation board, copying paper, cigarette paper, honeycomb board and carbon paper etc.
纺织工业
纺织工业是我市重要工业支柱产业，现有一定的生产规模和发展优势：化纤、纺纱、织布设备比较先进，整齐配套，在全国同行处于中上水平；原辅材料及煤、电、水、气供应充足，纺织工业所需的棉花、棉短绒及化工原料都有供应；纺织骨干企业都已完成改制，企业机制灵活，充满生机。“十一五”期间我市重点发展方向是粘胶纤维、棉纱、布及服装。
Textile industry
Textile industry is a key mainstay industry in Shaoyang Municipality. It has some production scale and development advantages. The equipments for chemical fiber, textile, weaving are advanced and complete, which takes middle position in the same domestic industry. Raw and supplementary materials, coal, electricity, water, gas are in full supply. Cotton for textile industrial use, short cotton flannel and chemical materials are in adequate supply. The textile pillar enterprises have finished reorganization. They are full of vigor with flexible mechanisms. During the “Eleventh five-year plan” period, Shaoyang municipality will focus on the development of viscose rayon, cotton yarn, cloth and garments etc.
化学工业
我市化学工业经过五十年的发展，已初具规模，并形成独特的优势，门类齐，产品结构比较合理，互补性强，发展前景较好，如邻/对硝基氯苯系列产品、硝酸系列产品、N-503等在中南五省均为独家；化工单元操作技术基础好，磺化、硝化、加氢、聚合、氨解、分离等单元操作技术应用水平较高；基本有机化工原料生产形成一定规模，在省内有补缺性；产品开发能力较强，特别是产业化能力强，使精细化工发展具有基础条件。“十一五”的发展战略是充分发挥自身优势，加大投入力度，合理构造产业链，重点发展基础化工、精细化工、农用化工。
Chemistry industry
After nearly fifty years’ development, chemistry industry in Shaoyang Municipality has initially taken shape. It forms its unique advantages, such as many varieties, reasonable and complementary product structure and so on. It had promising development prospect. Such products as o-nitrochlorobenzene and p-nitrochlorobenzene series, nitric acid series and N-503 are exclusive in five provinces of Central South China. Chemical unit operation technology is good. The applied level of operation technology in units like sulfonation, nitration, hydrogenation, polymerization, ammonolysis and separation etc. are high. The basic organic chemical materials has formed certain scale, filling the vacancy in Hunan Province. The product research ability, especially industrialization ability, is strong so as to lay solid foundation for refined chemical industry. During the “Eleventh five-year plan” period, Shaoyang municipal development object in this industry is to make full use of our advantages, expand input, construct rational industry chain and concentrate on basic chemical, refined chemical and agricultural chemical.
医药工业
全市共有药品生产企业11家，主要生产的品种有丙戊酸系列、奥拉米特及片剂、阿司匹林、五氟利多及片剂、复方丙谷胺片、六味地黄丸、烫疮油、宫炎康、氟呼佳、痢不拉等十多个系列产品。其中在原料药生产、中药材资源、特色产品方面具有较强优势。丙戊酸镁缓释片、烫疮油为专利产品：奥拉米特(阿卡明)、丙戊酰胺、丙戊酸镁、烫疮油、丙戊酰胺片、丙戊酸镁片、丙戊酸镁缓释片、金龙补肾合剂、紫贝止咳颗粒、磺苄西林钠等为全国独家产品。未来发展方向以中药材深加工为突破口，从药品制剂和仿制药品入手，加强行业间和企业间合作，进一步延伸产业链，发展以医药龙头企业为核心的产业集群，形成新的竞争力。
Pharmaceutic industry
There are 11 pharmaceutical enterprises. The main products are VPA series，aicaminum tablets, aspirin、penfluridol tablets, compound proglumide tablets, Luwei Dihuang Pills and China burn vicer magic oil etc. The industry has great advantages in producing raw medicine, special products with abundant Chinese medicine materials. Magnesium valproate tablets and China burn vicer magic oil are patented products. Aicaminum，magnesium valproate, valpromide tablets, China burn vicer magic oil, and magnesium valproate tablets etc. are national exclusive products .The development object for Shaoyang municipal pharmaceutics industry is to take Chinese medicine materials deep processing as breakthrough, develop drug tablets and copy drugs, strengthen cooperation between different industries and enterprises, further expand industry chain, construct industry colony with pharmaceutical pillar enterprises as its core and form new industrial competitiveness.
建材工业
目前主要产品有水泥及其制品、石膏及其制品、竹胶板和墙板、砖、砌块等新型墙材。丰富的资源是我市发展建材工业的优势，石膏矿5.6亿吨，且品位较高；石灰石、花岗岩、粘土矿储量巨大；楠竹资源十分丰富。下一步重点发展水泥、石膏、竹胶板、新型建筑材料四大产业。
Building material industry
At present the main products are cement, gypsum, bamboo slab, wallboard and brick etc. Natural resources are abundant with 0.56 billion tons of high-quality gypsum, tremendous storage of limestone, granite and clay, plenty of bamboo, which are advantageous to the development of building materials industry. The objective is to develop cement, gypsum, bamboo slab and new-type building materials industries.
能源工业
我市是全省重点产煤区，境内煤炭资源丰富，煤种齐全，现已探明储量3.4亿吨，占全省探明储量的9.4%，年生产能力442万吨。发电总装机容量为294409千瓦，其中水电装机容量为205033千瓦，火电装机容量为88376千瓦，水、火电源装机容量比为69.4:30.6。我市风能资源也十分丰富，城步南山、新宁黄金牧场风能发电总装机容量为30万千瓦以上。我市目前总发电量为10.797亿千瓦时，全社会用电量为248968万千瓦时，全口径用电量为216706万千瓦时。根据我市工业发展和满足人民日益增长的需要，规划建设宝庆火电厂。
Energy industry
Shaoyang Municipality is a key coal-drilling area in Hunan Province. Coal resources are rich with all kinds of coals. The proven storage is 0.34 billion tons, taking 9.4% of that in Hunan. Annual production capacity is 4.42 million tons. Total generating installed capacity is 294409 kw，among which, hydropower installed capacity is 205033kw，thermal power installed capacity 88376 kw，the capacity ratio of hydropower and thermal power is 69.4:30.6. The wind energy is rich, too. The generating installed capacity of wind energy in Nanshan Mt. and Huangjin Pasture is over 0.3 million kw. At present Shaoyang municipal total generating capacity is 1.0797 billion kwh，social eclectricity demand is 2.48968 billion kwh. According to Shaoyang municipal industrial development and to meet the people’s growing demands, we intend to build Baoqing Thermal Power Plant.
